"Katrina exposed serious problems in our response capability at all levels of government and to the extent the federal government didn't fully do its job right, I take responsibility."Does it mean to appoint a committee? Does it mean to sacrifice your job to someone else? Does it mean to pay a fine? I don't understand what substance lies behind his words.
